When you talk to the civilian a multiple choice screen will open. The only thing is that it has a close button and when you close the screen you will not receive all the tasks to complete the mission.

I have created a little workarround so that the mission is always playable. When the screens opens you get the following hint:
hint "DONT PRESS CLOSE BUTTON! CHECK OUT EACH OPTION FOR THE FULL EXPERIENCE OTHERWISE YOU WILL MISS MISSIONS!!! IF YOU PRESSED CLOSE RESTART LAST SAVE PLEASE.";

And the game wil create a save so when a user presses close he can restart the mission. Otherwise he can't walk because when you are in the multiple choice screen you are in spectator mode.
