More exactly the list is empty if we call the plugin from rebar3 manually, executing rebar3 edown_plugin. It will give back correctly the current application name if the plugin is called from as a pre or a posthook of compile or any hookable point.

Because of this, the list applications will be empty hence no .md files will be generated.

Fix for this is to call rebar_prv_app_discovery:do/1, like this:

    ProjectApps = rebar_state:project_apps(State1),
    generate_readme(State1, ProjectApps);
