Improve Sync Process

Related to #1, sometimes several full sync cycles are required to get all data imported correctly. Part of this is due to Dashboard 429's which are not correctly handled. Will be re-writing to move from raw API calls to use meraki and ise libraries.

Connector adding "_" to SGT created in Dashboard in ISE

I created an SGT in Dashboard, Net_Admin. The sync added a "_" to the name in ISE "_Net_Admin". The SGT number is correct as is the description.

Functionally nothing is impacted but the UI in ISE and CLIs in Catalyst gear show the name "_Net_Admin"

Persist Configuration

Right now, the configuration is lost if you restart the Docker container. This needs to be addressed.

Performance Improvements

Right now, all operations are handled with a full sync, and this has a significant performance impact. Re-factor the flows to sync only changed components.
