As a mobile user, I want the ability to drag an item in the setlist view to change the order of the items.

Please implement some type of drag-to-reorder mechanism.

Right now we are calculating the tempo based on the last 5 taps. Then, if enough time lapses, (maybe 2-3 seconds or so), we reset the taps.

Instead I would like to implement a standard deviation algorithm. If the taps are within a standard deviation, then we will continue to record taps and calculate the tempo. Once one tap exceeds the standard deviation in either direction, then we should clear out the taps and start over with a new calculation

Hooks and components need to have good unit test coverage.
