Support partial matching to provide a list of potential candidate tags (for prompt completion when manually entering the tag)

Some languages are case insensitive, so provide an option to search for tags in a case insensitive manner.

For performance reasons, assume that the tags file is fold sorted (e.g. all tags converted to upper case to allow for case insensitive binary searching on the tags file)

Since we can detect if the file is fold sorted or just sorted sorted (assuming the metadata is correct), so provide an option to automatically switch between case sensitive and case insensitive searching...
