Failed when build ROS docker. still nvestigating.

Error when import TensorFlow on Raspberry Pi 3. All required packages are installed.

When building a docker image somethings happened.

'/bin/sh -c apt-get upgrade' returned a non-zero code: 1 

may have to look into dockerfile or make bash script answer 'Yes' when terminal asks.

Still, figure out what happened. I already tried

• sudo rfkill unblock all and sudo rfkill list all did nothing
• tried to load new Raspbian image. Still had the same issue
