Julia wrapper around the SCOTCH library.

SCOTCH is downloaded through the SCOTCH_jll, therefore there is no need to build the library manually. See here to use a local installation instead.

SIGSEGV in `graph_coarsen`, `graph_repart` and `block_ordering`

Calls to SCOTCH_graphCoarsenBuild (from graph_coarsen), SCOTCH_graphRepart (from graph_repart) seem to trigger some segfaults in SCOTCH internals. The issues seem to be random, but always happen within 2-10 tries.

Similar things happen with block_ordering, but the issue seems to only happen with the artifact build of SCOTCH. Local ones are fine.
