How should this bot work?

Paste from Learning channel om Ember Discord:

A while ago I made the label bot for all the Ember.js repos so anyone can help triage without having to get write permissions. It currently just works™ but depending on who I've talked with there's different opinions on the features. So I have a few questions before I can finalize it:

Should anyone be able to label an issue or should they first be added to an Airtable document?
Should the bot enable people to close and reopen issues?
Should it support repo specific permissions? (specific user can label on Ember Data but not Ember.js) Also if you have any other wishes to triage bot/or other GitHub-related bots I'll happily look into it.

Make it work with a "repo" column

In this way you can specify which repos the user has permissions in. Right now the user will have access in all installed repos.
