When a specific AWS::foo::bar resource is tweeted about, the "foo" section should be extracted and added to the tweet as a hashtag #foo.

It appears that occasionally the date for a given item on the release history changes slightly, up to a few hours after it was first published. This causes duplicate messages to be tweeted out, because we incorporate the date into the atom hash that is used to determine what has been sent.

We should remove "date" from the hash_atom function - but in order to avoid mass repeating of every announcement over the past two weeks, we should migrate the DynamoDB table first.
