General question considering the Webhook

I am currently trying something similar to this project
In the reactor.conf you have the following

reactor:
    - 'salt/engines/hook/healthbot':
        - /srv/reactor/manage_ticket.sls

What is the url of this webhook. ie, the url used in healthbot to trigger the webhook?
