implementation of last unimplemented irule operators:

• and
• or
• not

I was adding last operators and found there is possibility to match "etarts_with" and "ntarts_with" as "starts_with" operator (there is no break at the and of case section and there is no condition for first character in case related to starts_with).

The same problem is with "eontains", "nontains" and "sontains" as "contains" operator.

And another one with "matches_*" operator with incorrect first letter (e,n,s,c).

JFrog no longer makes the build available bintray. Any chance you could make the jar available through GitHub releases or something like https://mvnrepository.com/repos/central?

Building from source is particularly difficult since it requires building the JTCL source, and that requires Sun jdk 1.6.
