A couple things took me out of the narrative and made me question the premise.

1. In no city in which I've lived have the distances between avenues and blocks respectively been the same distance.
2. Why would it make sense to calculate distance through buildings if poor Bob still has to drive the roads? And if he's on the roads, what about one-way streets. I suppose if we go outside of NYC or any major city where we might have tall buildings, Bob might be a drone pilot that could fly the distance "as the crow flies."
