Implement the basic job center functionality

Implement the basic job center functionality, with the following interface

  • Start the job center server (start_link(list) :: {:ok, pid}).
  • Add a job to the job queue (add_job(pid, fun) :: non_neg_integer).
  • Request work (work_wanted(pid) :: {non_neg_integer, fun} | :no_work).
  • Signal that a job has been done (job_done(pid, non_neg_integer) -> :ok).

Check for lazy workers and fire their arse

Check for lazy workers; these are workers that accept jobs but don’t deliver on time. Change the work wanted function to return JobNumber, JobTime, and F where JobTime is the time in seconds the worker has to complete the job. At the time JobTime - 1, the server should send a :hurry_up message to the worker if it has not finished the job. And at the time JobTime + 1, it should kill the worker process with a :youre_fired reason.
