Adding benchmark for Seq — a language for bioinformatics about biofast HOT 1 CLOSED

Here is primitive Seq lang implementation

The above was faster for unzipped and gzipped test files on my system compared to https://github.com/lh3/biofast/blob/master/fqcnt/fqcnt_py2_rfq.py commit 948cf33 , but I couldn't figured out how to compile with gcc and used the seqc JIT implementation. I couldn't get the above code to run with hyperfine and merely compared timings with time
