RDS issued new CA certificates and the underlying mysql2 library we use for the MysqlDatabase construct doesn't seem to support them yet.

Figure out a workaround while that library is working on a fix.

The Workload class should provide an instance method that allows adoption of Stack instances created manually.

Basically, this method allows one to manually specify the return value of a call to Workload.of() for a given stack and its descendant constructs.

The method should throw an Error if the Stack is already associated with a different Workload instance.

The Workload class should set the deployment tier tag on any Stacks factoried from createStack.

Create an extension of aws-cdk-lib/aws-ec2.UserData that allows for prioritizing lines. This allows multiple observers in code to add lines to the same end result UserData without clobbering each other. Just like conf.d directories with priority number prefixes.

Just like we have the EncryptedLogGroup construct, we also need an EncryptedFilesystem construct that creates both a KMS customer master key and an EFS filesystem.
