What steps will reproduce the problem?
1. I'm running a red-hat flavor of linux (2.6.32-279.19.1.el6.x86_64) and 
trying to install libdvfs on a sandy-bridge machine (Intel(R) Xeon(R) CPU 
E5-2670)
2. The path /sys/devices/system/cpu/cpu*/cpufreq/scaling_governor is missing

What is the expected output? What do you see instead?
Expected install to complete but I see the missing path instead. 

What version of the product are you using? On what operating system?
red-hat enterprise linux (2.6.32-279.19.1.el6.x86_64) on a sandy-bridge machine 
(Intel(R) Xeon(R) CPU E5-2670)

Question:
Is this library supported only beyond a certain kernel version of linux? If so, 
can you point at which one? Are there kernel modules that can be loaded instead?
