Add P+ requirements in the docs

Plan for testing

Add documentation regarding how we plan to test for the requirements. This means looking at the requirements and seeing how we will test them.

The relevant section is written in the Google Drive.

Outline where terraform is in the open-source/close-source ecosystem (Optional P+)

UML Diagram of sensitivity issue

Key features affected by the issue are shown in UML class diagrams (for refactorings: include be-
fore/after).
Note: you do not have to show classes, fields, or methods that are not relevant, unless they help with
the overall understanding. Typically, the diagram would contain 5–10 classes.

Plan issue resolution

Figure out what we have to work with, determine simple solution near root-of-issue so it resolves it for both apply, plan and potentially other commands.
