Implement save frames

They should not appear in data files, but can be used in dictionary files.

Currently, the save_ keyword is recognised, and when one is encountered, the parser throws an error.

Gemmi CIF parser

That's not a real issue.
I just came across this new project and wanted to say hi, I'm also in the business of writing modern, header only, C++11 CIF files parser:

The whole project is in early stage - just started this year, but the CIF parser is the most mature part of it.
