1. WPBeginner [all] all kind advice and tutorial for end-user & develope you can found here , if you really new with WordPress. here the article for beginner beginnert guide.
2. Do it with WP [all] if you into blogging stuff, you can find many advice from this site how to do it with WordPress , not only blogging stuff but some they article really helpful for developer.
3. ThemeShaper [all] you can learn how to make WordPress here , not only a "beginner" resource but also the blog will help you to become a great developer as long as you read & implement his advice blog (check yourself if you don't believe me).
4. Envato WordPress blog [beginner recomended] the place where newcomer can learn to build WordPress with. full tutorial and it's free, if you want more you can go to.
5. WpMudev blog [developer recomended] is the one blog "only" for developer. not to mention beginner will understand about the articel , welp because they have a good writer & can explain with a good.
6. WPRecipes [developer recomended] this site is great , you can find many code to change your WordPress and to make it work like you want, and you can learn how to code from this site.
7. WPSnipp [developer only] same as WPRecipes but this site have larger snippet code for you.
8. Official WordPress blog [developer only] this is not the best place, but you need this add to add in your Rss , they always update their code after commit/change WordPress, so you will always up to date with a newer change in WordPress.

I will not post any website that contain free theme but I will post the theme itself , so you can see what the best and fit for you. if you need more free theme you can search here

1. Appointment Green By webriti a good one for coorporate website and it's already responsive.
2. twentyfifteen if you travel-blogger or just write some experiance this theme is suit to you just add some widget you need and you ready to write
3. vantage almost like number 1 a cool theme but it's not really responsive (in menu)
4. hueman theme for blogger and easy to add an adsense / advertising but not really good at responsive
5. sparkling same as twentyfifteen but it's box-model and full responsive
6. virtue if you always post about project hardware or art , this theme maybe help you to post your product , oh yeah it's responsive and have a feature cart (commerce)
7. [point] it's only for blogger and adsense , the style almost same as many blog in website. definitely not good if you need outstanding blog , but it have many plugin and premium features

8. PB sandwich by Titanframework Paid and worth for designer who don't want to touch code even a little & really easily to manage for user
