Test how long the tooltip delay on a Mac is, and set the default value in the config to that.

After looking through some of the converted config files sometimes have for example a different character count on certain keys. To accomodate this, if there's an [uppercase] section in the config file, use those values as the uppercase input instead of the AHK command StringUpper.
