Report errors that occur when Babel is run in the web page
Currently there are try/catch handlers in the background page that then forward the error messages to the DevTools panel.
Normally the Babel plugin is run the background page, but for things like eval or new Function it runs in the web page that's being instrumented.
These errors should be caught and then a message sent to the background page, so it can forward the info to the DevTools panel.
When runtime error shows area used for PluginEditor should shrink
Right now it makes the panel scrollable.
