Hi Wesley, how are you!
0.28_03 is the development release that follows after 0.28 but before 0.29. (ref: https://www.cpan.org/modules/04pause.html#developerreleases). Apparently I've not released a stable (or any!) version of this module in quite a while.
I just tagged 0.29 and uploaded it on CPAN. I hope this helps!

I was under the impression that 0.28_1 is the first trial release for the .28 version.
Thanks for releasing .29, I'll check tomorrow if everything works (but I suspect it will).
