What steps will reproduce the problem?
1. Using the HTML Encode function of encoder.js, when passing french text 
containing characters like é, the output is incorrect.

What is the expected output? What do you see instead?
Firefox generates a diamondshape symbol

What version of the product are you using? On what operating system?
the latest encoder script available : version r176

What steps will reproduce the problem?

Load http://jsool.googlecode.com/svn/trunk/jsool/index.html using Google Chrome 
v13.

What is the expected output? What do you see instead?

It should render as HTML but is being sent as plain text.

i believe the problem is one of setting the mime-type on that file in the 
Google Code subversion repo (i've had to do this to serve certain file types 
directly from my GoCo project trees). i unfortunately cannot say what the mime 
type should be for html5 text (text/html?), but here's a link which shows how
