Create views for managing time periods (create, update, delete).

Make top menu bar to uses all window width, and add the options words:

Issues can be either approved / not yet approved.
When not yet approved dashboard shows message (view attachment).
When approved shows a chart (not yet defined).

Add update person test

This view shoud open when proposal cart icon is clicked.
Should allow the user to review the proposed objectives, and click on the submit button.

The view shoud allow the user to pick from the list of users his username.
For now, without authentication nor user preferences.
Ideas for the future: profile image, full name, etc.

View should open when proposal arrow is clicked.
Similiarly implemented in confirmation question to undo proposal when undo arrow is clicked.
When proposal is confirmed, proposal cart icon should refresh.
