Print if a jester is in the round in chat

Currently, if there is a Defective role, it is announced in the middle of the screen as well as in chat so that it can be referred back to later.

The prescence of a Jester is only shown once in a notification at the start of the round; it should also be printed to chat to be referred to later in the round.

Add variable voice volume

Some players are too loud, but we still want to be able to hear them; add a way to set them to 50%, 20%, etc.

Base metastruct scoreboard can set this, so it should be possible; investigate
