I think #1 and #2 can be better handled by serializing the copy into an array, creating a master template for the HTML, and including it with appropriate language in the appropriate location. That way I'll never have to worry about this problem again. Theoretically.

As of f28ce80 the initial work converting the markup into a template that calls in a language array is finished, and English and French are both on the new system. 2 down, 20 to go.

As of db9c7e2 I've converted English, French and German over to the new system. The rest of the languages are currently pointing to the English language file until they can be fixed; my reasoning is that displaying the text in English for now (and allowing machine translation) is probably less evil than the completely broken HTML and CSS they were before. Also, many were written in custom character sets not compatible with Unicode.

/tr/francais is in good shape thanks to @NumEricR. I'll probably back out of the German translation and leave the rest in English to encourage native speakers of each language to step up and provide Unicode conversions of the new text.
