Intended: After a merge to master the publish workflow is triggered and builds the NuGet package and finally creates a tag. This tag should be a trigger for the release workflow to create a release but the workflow is not triggered.

Manually setting a tag with the git cli triggers the worflow.

This is technically correct but might be confusing.

Idea: Make empty file detection optional cli argument and set its default to false
