The issue may be specified like this:
{org}/{project}#{issue_id}

It seems like for a such scenario, this action isn't working.

Gihub has a feature to create a branch from issue, and it is quite useful for the developer to create a branch for that issue and link a branch to the issue.

When I try to leverage copy-issue-labels for my project without offering the linking keyword in commit message or pr description, it does not read labels from the linked issue which is done with Development menu in the issue screen.

@michalvankodev Sorry for bringing up two issues:

1. We will see this issue when no value set to the from-title. It's because the implementation of getBooleanInput isn't bulletproof. No fallback could use. An example could be found here.
2. I totally forgot the action.yaml. An example could be found here.

Besides that, I noticed an old one:

• We may see HTTP invalid request when the referred ticket doesn't have any labels. An example could be found here.

This github action did a great job. Since the default title of a pull request is based on commit message, I would like to extract the referred issue no from the pull request title.
