This error is not handled at https://github.com/microsoft/devices-hardware-dev-center-manager/blob/main/src/Microsoft.Devices.HardwareDevCenterManager/Utility/AuthorizationHandler.cs#L76, as HttpRequestException only wraps SocketException as inner, not inherits.
After adding following code:

                }

Everything works fine.
