Datetime conversion issue with USE_TZ and settings.TIME_ZONE != 'UTC'? about mssql-django HOT 2 OPEN

We did make some timezone related changes in 1.2 that required some manual migration. The steps are laid out here:

I migrated the DATETIME2 columns to DATETIMEOFFSET but the problem still occurred.
We ended up setting USE_TZ to False to work around this.
I still think it is a problem that occurs if the TIME_ZONE in the database settings dictionary is not "UTC", e.g. "Europe/Berlin".
In that case, User.objects.filter(last_login=User.objects.first().last_login) still returns no object, even with DATETIMEOFFSET columns.
