Answering Questions

In config.json a private channel must be specified, in this channel the server owner must give access only to the people that are allowed to answer questions. This channel ID provided to the bot will be checked each time the !answer command is called, only answers given in the specified answer channel will actually be allowed by the bot. (Prevents random people from answer questions with BS)
