A plugin that fixes mp_friendlyfire in Team Fortress 2

I don't know what will happen. But the story is that
Warden opens friendlyfire as usual and this happens.
I don't know why. MAP? Plugin on my server?
Happens sometimes and only with DHookCallback_CTFProjectile_Flare_Post

I use this plugin in jailbreak. And when the Warden launches Friendly Fire, it will "player block player" and that's the problem.
