differing spellings

In Baladiyas, there seems to be 2 different spellings

Baladiyahs & Baladiyas

This will affect the use of this library

structure is inconsitent

Salam Alaikum,

Can we have a stricter structure. I'm just parsing data and I've noticed that not all wilayat have data missing.

There is missing data like french, arabic, and baladiyas. Some things mean that the structure has inconsistencies.

Wilaya array needs a "strict" structure

As Salam Alikum,
Please, can you suggest a strict structure/rules that contributors need to respect.
The current structure has some missing attributes in some "Wilayas" or their 'matricule' have only the number while others have ##- Wilaya name

Example (Node):

a small issue in README.md

Wilaya of Relizane exists in both files Algeria.json and Algeria.xml, but the readme file says it's not added.

The data may need cleaning.
Some data is empty.

Add phone codes (Indicatifs téléphoniques)

I suggest adding phone codes for each wilaya. For example for Oran it's 041, proposition:
