An alternative but shatter-related popular ruleset is to shatter not the entire world, but only one or a couple of the countries. Usually targeting the largest e.g. Russia or China, so as to allow more countries that may not appear in a typical playthrough or even to play them.

This could be easily supported by the mod by allowing to target only one's own country. This gives full functionality when taken together with saving & reloading (or tag-switching through the console for the more careful user).
