Translate or not a text block by po-debiandoc modules about po4a HOT 7 CLOSED

po4a doesn't seem to allow marking string not-for-translation (#77), but maybe this string could have a comment for translators that is extracted to the PO file instructing to not translate. If it shouldn't be translated, I mean.

The easiest to fix this bug is probably to reword this paragraph. Instead of a verbatim of the venerable po-debiandoc output, we could simply paraphrase the same content in a more conventional way.
As usual, help is welcome. PR are really appreciated :)

I was told by a Brazilian Debian translator that this tool is deprecated. By that I mean that it is not being used anymore (by the translator or the software, or whatever use it had) and not being developed -- the last package I found is from 2005: http://archive.debian.org/debian/pool/main/p/po-debiandoc/
