Undefined namespace prefix on md_metadata.file_identifer

accessing the file_identifier attribute on MDMetadata object will result in lxml.etree.XPathEvalError: Undefined namespace prefix

New documentation for dev env

The lib has some dependencies to django, cause the axis order cache use django cache tools. The Documentation should be extended to describe a fully functional dev and test env

passing multivalue query params will result in AttributeError: 'list' object has no attribute 'lower'

It is principle possible that an url contains a query param multiple times with different values. Django will handle this by constructing a QueryDict object. This is a simple dict containing the multiple values of a query param as a key - list pair.

However, our params_lower helper function will raise an AttributeError: 'list' object has no attribute 'lower' if a QueryDict is passed in as params.
