Or the Internet is necessary for this.
My implementation complete, but when I have an internet connection then I rcv my sending data. But if in my mobile internet off and Bluetooth paired then no data coming.
So can you tell me clearly?

As far as I know, you don't need an internet connection. If you only need Android support, check out Google Nearby Connections instead of Google Nearby Messages.

If you tested your app and it always works with internet, and never works without, then I guess you're out of luck. Try some bluetooth only library
