التقديم لأى وظيفة لابد أن يصحبه إجراء اختبارات وظيفية ودرجة مؤهل ملائمة للمتقدم على تلك الوظيفة حتى لو كان مدعوما بتوصية من موظف عامل بتلك المنشئأة و عدم الخضوع لتلك الاختبارات الوظيفية يعتبر فساد ويعبر عن عدم أهلية الموظف بالعمل وفساد الناتج من تلك المنشئات مثلما يحدث فى القطاع الخاص عالميا.
