Currently, all expansion is done on a "menu" basis: That is, it looks for a ul and then checks for toggles and items in that way. Unfortunately many menu designs include things other than the navigation links in the expandable "drawer." Currently, the only way to address this is to add those other items to the top-level ul and then style them different than menu items, but this is less that desirable: Most obviously, it seriously limits our ability to scroll only part of the revealed drawer.

A solution should be implemented that allows for a top-level drawer and toggle that are independent of any navigation uls, with the main navigation ul nested inside the drawer.
