Update this GitHub Action as so to provide feedback when one of the checks has not passed during operation. This should be both in the form of a comment and a label.

Acceptance Criteria

• Support commenting and labelling of the pull request on errors
• Ensure the creation of the required label (needs-more-information) if it's not present on the repository.

Create a GitHub Action which performs a number of checks to define the basic standard for Pull Requests under the n3tuk Organisation. These will become the baseline for all pull requests to be approved and validated.

Notes

This will need to be both a Go application to understand the checks and commands, as well as a Docker container to contain and run the Action inside the Runner. This should make it extremely fast and not dependent on any other than the basic runner.
