Describe the problem
The PID locomotion control branch is seemingly non-deterministically not responding to publishing in the ROS computation graph. It is very noticeable in the /locomotion/cmd_vel topic because the robot is sometimes not responding to commands for changing the velocity.
Additional context
main branch does not seem to have this as a major issue when testing. I would start with a diff between pid_feature_locomotion and main.

Create Gannt chart and split up subsystems, assigning each of them to team members. Break down each subsystem in conceptual design to atomic portions and provide timelines for each portion.
