layman & elselect repos are broken in make.conf

fix dambed make.conf soon as newer rockpro64 sbc arrives and loaded clean with os / bins..

hopefully can .gitignore on branches.. thus but for a single file ie package.use to spec systemd or not would be a flipping plus..

other than for wildcards all package use flags but for users system-d or openrc profile will be identical.
