Clarify how to rename the proposal

In the README it states: "copy the /proposal-template.md to /proposals and rename as appropriate". It does not say what is appropriate. Is it the name of the SIG?

Proposing new sigs

is this repo still the main way to propose a SIG? or could we move it eventually to the new Intranet we are currently developing. Are there any thoughts about it?
