Detect and use spcomp64 when possible
The current configure script only detects plain spcomp; it needs an update to check for spcomp64 when on a 64-bit architecture.
This would allow the build process to not require 32-bit libraries on supported systems.
Include build instructions within repo
Move description of prerequisites and build instructions to a new BUILDING.md file, so template repositories can be a little more free-standing.
Fail to locate compiler on Windows if path quoted with trailing backslash
