Migrate the template to .NET Core 3.0 & C#8.

An empty ClientApp folder will be created for npm to play with

Actual Behavior

No folder is created

1. Run command line for template as per doco

Consider merging the RestApi and GraphQLApi projects behind a Web project that will get activated by flags.

Integration Tests project should be merged as well.

Also, add an option to add the SPA Services (whether React or Angular) as a template option as well, in the same Web project.
The SPA services should not attempt to generate the SPA itself - let's leave it to Create React App or the Angular CLI.

2. dotnet new nv-backend -n Test01

Expected Behavior

No using reordering to do when generating a nv-backenmd

Actual Behavior

Depending on the name of your project, the generated usings will be in the wrong order.

Steps to Reproduce the Problem

1. dotnet new nv-template -n DemoTemplate
2. try to build the generated solution
3. notice you have to reorder usings for the whole solution to fix that

Expected Behavior

Add default PR Templates for both GitHub and Azure DevOps
