Currently, the path for files like schema.yml and database.yml are defaulting to the config/ path.

Users should be able to pass in their own filepath to allow unconventional paths to config files.

Currently, when the ENV flag is not passed to the command, we get an interface conversion error (because it doesn't know which part of the YAML file to retrieve and parse.

It'd be much more useful for there to be a well-formed error message that informs the User that the env flag wasn't passed in.
