Yes, Github is the official home now. You can install Tuareg using
opam.
There's also a project on OCaml Forge, but it's repository is some
commits behind this one. However, issues seem to be handled, that
is, there some recent issues and people comment on them. On the
other hand, this repo has just one issue (which a collaborator
commented on, though).
Bug reports on the forge are tolerated though not encouraged. Please
use Github to report your issues.

@Chris00 Using opam for Emacs extensions feels really strange… Emacs has a package manager already. I'm installing all my Emacs extensions with package.el from MELPA, including Tuareg. Is this going to be a problem?

I agree but I was asked to provide one.

The README.md file still says "Bug reports & patches: use the tracker: https://forge.ocamlcore.org/tracker/?group_id=43." If you want issues reported through GitHub, this line should be changed or removed.
