Hi, found the same problem here, but I think I have a solution. =')
Checking my Apache Logs I get this message:
PHP Warning: fgets() expects parameter 1 to be resource, boolean given in /usr/share/ocsinventory-reports/ocsreports/plugins/main_sections/ms_plugins/plugins.class.php on line 261, referer: http://XXX.XXX.XXX.XXX/ocsreports/index.php?function=pluginsmanager
Reading plugins.class.php I've found the variable $reading (oh, the irony!) and the variable $writing both receive language/ENGLISH/ENGLISH.... (the uppercase are mine to enhance visualisation) BUT inside the directory language in the version 2.4 of OCS server the english language lies on en_GB directory the language file also en_GB.txt!
So I've changed where I found english to en_GB.
Using vim just use the comand: :%s/english/en_GB/g
After this modification in the plugins.class.php file, the installation of the plugin worked as well.
