Create README, Makefile, Dockerfile

Based on the Makefile pattern in web-helloworld-python and following the pattern in service-mqtt for multi-arch Dockerfiles, create the basics to build fledge for arm and amd64. Note: fledge does not yet support arm64 or RISC-V.

Optionally detail how to build a Docker image with specific plug-ins, and how to incorporate your own custom plug-ins.

Determine how to add custom and existing plug-ins

Should plug-ins be added at build-time, which will result in custom images and deployments?
Or can plug-ins be added as configuration, which results in custom service definitions (user inputs)?
Or can plug-ins be added externally through a mounted volume, and possibly kept updated with MMS?
Or is there another approach?
