The issue here is a race condition between the CatalogSource being populated (at the end of the cluster installation) and our playbooks requesting the package installation.
This is confirmed by this command:
<command> oc get -oyaml CatalogSource/certified-operators -n openshift-marketplace -ojsonpath={.status.connectionState.lastObservedState}{"\n"}
which returns READY
when the catalog is fully populated (install shouldn't fail)

or CONNECTING
when the catalog is being populated (install may or may not work)

The solution will be to wait for 1/ the package to be found 2/ the catalog to be ready (which ever comes first):
